YOUR RIGHTS AND YOUR OBLIGATIONS

The following is an overview of your key rights and obligations as a parent educator. Please note that the following is intended only as a quick reference tool. For more information about your rights and obligations, become a member of the HSLDA.

Homeschooling
Access to goods and services is subject to the terms and conditions established by the school service center and their availability. Also, you must first provide the school service center with a copy of your learning project if you wish to have access to these goods and services (except for access to its infrastructures).
You are required to notify the Minister and the appropriate school board of your intentions to attend school within the prescribed time frame. You must also provide appropriate instruction at home.
French and language of instruction
You can teach at home in the language of your choice.
Regardless of the language of instruction, you must ensure that French and English are included in the subjects taught.
Choice of educational approach, subjects, activities and resources
While you may choose to follow the ministry's curriculum, you are also allowed to develop an alternative program and determine your own educational approach, subjects, activities and resources.
You must develop and provide the Minister with a learning plan to ensure that your alternative program constitutes appropriate instruction. However, parent educators must consult the Quebec Education Program to ensure that they are teaching content that is appropriate for their child's cycle, based on the cycle they would be in if they were attending school.
Implementation of the learning project and child progress.
You are not required to follow the same pattern of progression as the learning progression. Therefore, knowledge and skills can be taught in the order and pace that is appropriate for your child, depending on which cycle they would be in if they were in school.
You must demonstrate to the Minister that your learning plan is being implemented and that your child is progressing according to his/her abilities and learning plan. To do so, you must provide the Minister with a status report on the implementation of the learning project, a mid-term report, an end-of-project report and one of the evaluations authorized by the regulation. You must also participate in a follow-up meeting.
Changes to the learning project
At any time, changes can be made to the learning plan based on your needs and those of the child.
You must notify the department of any significant changes in a timely manner.
Dealings with the Minister

At the request of the Minister, you must provide any relevant information or documents that will enable him to assess the education provided and the progress made by the child. You must also participate in a meeting during the school year and in any other meeting to correct certain difficulties. 
Dealing with the School Service Centre
You have the right to obtain from the School Service Centre various services as well as access to textbooks, learning materials and various infrastructures, in accordance with the provisions of the Regulation.
